Labour Determines Business
The certainty that employees are here to stay gives companies the ability to plan.
The Australian Bureau of Statistics for the year ending February 2022 concluded:
- 1.3 million people (or 9.5% of employed people) changed jobs, the highest annual job mobility rate since 2012.
- The share of job mobility remained highest for Professionals, at 22% of those who changed jobs.
- 2.1 million people left or lost a job.
- The annual retrenchment rate was 1.5%, which was the lowest annual rate on record (since 1972).
In a recent survey conducted by Indeed Australia, when asked how long employees had been in their current position, 48% of Australians surveyed said they have been in the role for less than two years and 21%, have been in their role for less than a year.
It is clear that Australian companies are losing capital and revenue due to lack of employee retention.
482 Solution for Employee Retention
The TSS 482 program can be used as a solution to labour shortages in Australia.
482 visa holders must remain on the visa for a period of 3 (three) years under the TRT stream prior to being eligible for Permanent Residency.
Once the 3 (three) years are completed, the employee is eligible to submit an application for Permanent Residence under the TRT stream.
The processing time for such a Permanent Residency application can be 9 to 14 months.
For the duration of the visa, including the time of such a Permenant Residency application, the employee must only work for the employer on a full time basis. This is known as visa condition 8607 which only allows the visa holder to work for the employer (sponsoring business).
Government Focus
The Labour Government has continued to give employer sponsored visas priority including faster processing for newly lodged nomination and visa applications. Thereby, the 482 program has become the preferred choice of visa for both employers and visa applicant due to the better processing times.
Other Solutions
There are other mechanisms that businesses may use through the Australian migration system such as:
- A company specific labour request where businesses may wish to sponsor an occupation that is not listed on the immigration occupation list;
- SBS accreditation program which can result in quicker turnover times for TSS 482 nominations and other benefits;
- Short-term temporary visas such as the 407 training visa and the subclass 400 visa that can be used for short-term and highly specialised work in Australia.
